DTCP approval is an integral part of any real estate construction in India and is issued by this regulatory body as a legal document. The full form of DTCP is the Directorate or Department of Town and Country Planning that works as the agency who regulates plans for urban development in Indian states. 

The DTCP is responsible for forming policies that set things in motion with the right approach and work to improve development. DTCP gives advice to other planning bodies regarding urban planning, commercial and residential real estate development, and how to monitor growth and prohibit unauthorised construction.  

With each state having its own DTCP authority to form and approve real estate project layout, real estate developers must acquire their own individual DTCP approval to initiate any kind of construction work for residential, commercial, or industrial purposes for each state.

What is a DTCP-Approved Layout?

The DTCP approved layout means that approvals have been furnished for initiating the planned construction. 

While small-scale developments receive permission from the local planning authority and approve residential, commercial, and institutional developments spanning up to 26,910 sq ft in a non-high-rise building category, in order to develop any project beyond that limit, the developer needs to seek a separate DTCP approval.

The DTCP approval in Tamil Nadu is received from the state’s authority when a construction on land corporations, municipalities, and town panchayats exceed 2.48 acres. 


Documents Required for DTCP Approval

The builder applying for DTCP approval must possess various documents. But remember that this document list may vary from state to state depending on the project type, such as, residential, commercial, or institutional. 

1. Site plan showing the status of roads, building setbacks, and parking areas. 

2. Copy of site from survey sketch, village plan, and field measurement. 

3. A master plan that shows the proposed site.

4. Plan depicting features like residential colonies, educational institutions, or religious institutions available within the 599 m reach of the site.

5. A certificate received from the local body showing the width, nature, and status of roads.

6. A certificate from a competent authority showing the proposed building is not near the waterways.

7. Registered ownership documents for the property that the gazetted officer attests. 

8. Information about payments was submitted to the DTCP for review and technical analysis. 

9. Cost of plants and machinery that are involved in the entire project. 

10. The revenue department issued a land conversion certificate.

11. NOC from the fire and emergency departments

12. NOC for the state pollution control boards (if apt)

13. NOC from the irrigation department (if apt)

14. NOC from the revenue department (if apt)

15. NOC from the Department of Forestry in case the site is under reference to a forest. 


Process for Applying for DTCP Approval

The online portal of DTCP allows citizens to apply for DTCP approval. For example:

The user is supposed to visit the DTCP Tamil Nadu portal and register on the website. Keep the documents handy in the format suggested. The exact procedure will be followed throughout the other states' DTCP portals.

Who Can Apply for DTCP Approval?

People who own a plot mentioned in the layout, the associates of plot owners, promoters, or housing societies can apply for DTCP Approval. 


How do I check if the Plot Is DTCP Approved?

On the respective portal of the state, you will find a DTCP approved layout list. You can visit the website of your state and gain all the approval-related information. If you face any issues, you can directly visit the DTCP office in your state. 


Role of DTCP Approval for Getting Home Loans

All housing developments that are currently under construction or that are based on individual lots must obtain all necessary permits, including DTCP approval.  Until and unless you have DTCP approval at hand, no bank in India will approve the home loan request. The property's homeowners must submit their documents representing the building plan being approved by the DTCP to get loan approval.

The DTCP approval charges vary from state to state; for example, charges for DTCP approval in Tamil Nadu range between Rs 500 and Rs 1000, depending on the area of the property.

The state's DTCP is Haryana's nodal authority and is incharge of policing the state's urban development plans.

The DTCP approval in TamilNadu under theTamil Nadu's Government Town and Country Planning. The Housing and Urban Development Department (H & UD) oversees this state organisation.
